Undeterred, MHRC to carry on probe

Imphal, October 9 : Notwithstanding the directive of the Government of Manipur to wind up its investigation into the Khwairamband killings of July 23, the Manipur Human Rights Commission has decided to carry on with its investigation process.

Speaking to media persons this morning, MHRC member RK Rajendra said that the MHRC had already launched its investigation before the PG Agarwal Commission of Inquiry was constituted.

Noting that the PG Agarwal's Commission is yet to initiate the investigation process, RK Rajendra asserted that the State Government need not advise the MHRC in connection with the ongoing enquiry.

Disclosure about the progress of the investigation to the public from time to time cannot be termed sub-judice, he maintained.

According to Section 12 (8) of the functions of Commission, there is no harm in disclosing the findings when the investigation is in progress.

The Home Department's repeated insistence to wrap up the enquiry is only impeding the MHRC in carrying out its task when the enquiry is nearing completion and the injured victims likely to get interim relief.

Had the Government conducted an enquiry into the Khwairamband killing earlier, the MHRC might not have taken the trouble of investigating into the incident, Rajendra said.

Instead of providing any sort of interim relief to the injured victims, the Government has been hounding enquiry.

The MHRC member alleged that those who refused to present themselves before the PG Agarwal Commission have been served summons using police commandos.

Informing that a seminar of human rights defenders would be held at Delhi on October 12, Rajendra said that he would attend the seminar which would also be participated retired justices and legal experts.

Current activities of the Manipur Human Rights Commission would be highlighted at the seminar, said Rajendra adding that he would also call on the Union Home Minister.
