The July 23 incident in Manipur was an "unfortunate" happening, when an innocent woman and a youth were got killed allegedly by armymen, General-Officer-Commanding of 3 Corps Lt Gen N K Singh told reporters here last night.
It has been the endeavour of the forces and the state government to restore the pre-July situation there, he said adding one of the major concerns now was how to create a situation under which students who were barred from going to schools and colleges due to agitations could attend classes.
