The latest MHA report revealed that Tripura, Meghalaya and Mizoram were in the same status in terms of casualty in insurgency-related incidents in the past six months.
Tripura stood third lowest in insurgency-related incidents in the region after Mizoram and Meghalaya, a report said, adding Tripura had recorded only 10 incidents so far this year.
But there was no report of killing of any security personnel in 2008 and so far in 2009 though civilian casualty was recorded at seven and four in 2007 and 2008 respectively, the report stated.
However, Mizoram remained a peaceful state in the past three years with only two civilian deaths recorded in 2008 and only one militancy-related incident reported in 2007 with Assam leading the region with the killing of 83 civilian and 20 security personnel in 221 militant attacks in the past six months.
In 2007 and 2008, Assam recorded 248 and 207 militancy-related incidents which claimed altogether 132 and 93 civilian lives and nine and eight lives of security personnel respectively, the report stated.
Manipur has emerged as the second highest militant victim state with the killing of 40 civilians and seven securitymen so far this year in 311 incidents.
Meanwhile, Nagaland recorded killings of two civilians in 56 militancy-related incidents in the past six months and Arunachal Pradesh recorded 23 incidents, which claimed a civilian life so far this year, the report pointed out.
To manage the situation, MHA had deployed Central Security Forces to aid the state authorities for carrying out counter-insurgency operations and providing security for vulnerable institutions and installations besides, intelligence sharing and financial assistance for strengthening of the local Police Forces Police Modernisation Scheme, the report added.
The ministry had been providing assistance for strengthening various aspects of the security apparatus and counter-insurgency operations including support for increasing additional forces in the form of India Reserve Battalions in all states of NE except Mizoram and Sikkim.
